Case Study

UST reduces CI/CD migration effort by up to 70% for a leading US healthcare company

A US multinational healthcare company's strategy depended on moving beyond a delivery environment that was costly to change. UST combined AI-assisted conversion, engineering validation, and shared workflow standards to turn the organization's costly, application-by-application migration into a repeatable enterprise model, reducing proof-of-concept migration effort by up to 70%.

UST removes a key barrier to enterprise GitHub adoption, combining AI-assisted pipeline conversion, engineering validation, and shared delivery standards to deliver a repeatable migration approach and simplified ongoing maintenance.

OUR CLIENT

The client serves more than 100 million people and is 300,000+ employees strong. Its engineering organization supports applications across healthcare, pharmacy, retail, and digital services.

The company selected GitHub Enterprise Cloud as a strategic development platform. To expand its use, they needed to move a complex legacy software delivery environment to GitHub Actions.

THE CHALLENGE

Modernize pipelines without increasing cost or disrupting critical software delivery

The organization’s dependence on legacy Jenkins pipelines limited the adoption of GitHub, its strategic development platform, and constrained software delivery across healthcare, pharmacy, retail, and digital services.

Years of customized configurations and application-specific dependencies made those pipelines costly to modernize and difficult to maintain. Different delivery patterns across the teams complicated efforts to apply common enterprise standards.

The migration covered more than 2,000 pipelines across 500+ applications, supporting more than 1,500 developers. The organization lacked the engineering capacity and automation capabilities to migrate them efficiently without disrupting ongoing development and releases. Cost and return-on-investment concerns prompted the company to reassess its approach.

The business needed to reduce manual work and accelerate time to value. Throughout the transition, it also had to maintain strict security, governance, auditability, and Sarbanes-Oxley (SOX) controls.

THE TRANSFORMATION

Shared standards, AI-assisted conversion, and controlled automation made enterprise migration repeatable

The organization first needed to determine which pipelines warranted migration. Converting every existing asset individually would have carried duplication and unnecessary complexity into the new platform.

UST used UST PACE StageCraft™, a GitHub-native agentic AI accelerator, to assess nearly 100,000 pipelines. By identifying dependencies, reusable patterns, and redundant assets, the assessment helped the company establish a clearer roadmap. It narrowed the migration scope to more than 2,000 business-critical pipelines across over 500 applications, supporting more than 1,500 developers.

Three changes shaped the new delivery model:

  1. Shared workflows reduced variation across applications.

UST and the organization defined the target GitHub Actions architecture, reusable templates, and governance standards before scaling migration. Application teams gained common delivery patterns that accommodated their specific requirements. Consolidating similar pipelines also reduced the complexity teams would need to maintain.

  1. Automation reduced conversion work while engineers validated production readiness.

StageCraft analyzed Jenkins configurations, generated GitHub Actions workflows, and checked alignment between the original and converted pipelines. UST engineers reviewed the output and resolved application-specific requirements. UST worked with the company's teams on testing, change management, and production cutover, aligning migration with ongoing release schedules.

  1. Security checks became part of the delivery process.

Standardized workflows incorporated automated security scanning, policy enforcement, and quality gates. UST engineers worked within the client's approved infrastructure and governance processes. StageCraft operated inside the client’s environment, keeping source code, pipeline configurations, and operational data within enterprise-controlled infrastructure.

The organization gained a repeatable migration approach and a more consistent foundation for software delivery. This supported broader GitHub Enterprise Cloud adoption while preserving enterprise security, governance, and operational controls, and establishing a foundation for future AI-powered development.

THE IMPACT

Lower migration overhead, simpler operations, and a stronger foundation for enterprise GitHub adoption

In the initial proof of concept, the client reduced migration effort by 64%–70% compared with traditional manual approaches. At the reported checkpoint in the ongoing program, nearly 1,500 pipelines had been migrated across more than 30 application teams, simplifying maintenance and advancing consolidation on GitHub Actions.
